n my recent research on behalf of Mr. Silva, the following supports his claim for entitlement to NEM *.*. Code states that to "grandfather in" a planned submission means that you need to have finished the engineering work and submitted the project plans to the relevant city or county authority before a new code change goes into effect that could otherwise make your project non-compliant; essentially, by taking action beforehand, you secure the right to build according to the older, more lenient rules even when the new regulations are implemented. Mr. Silva submitted his solar plans for NEM *.* to the City on */*/* which is prior to the change by SDG&E to NEM *.*.
Hi ****! It sounds like you're looking for information on how to ensure Mr. Silva's solar plans are grandfathered under NEM *.*. To better assist you, could you specify if there have been any updates or responses from the City regarding the submitted plans?
No support from city. File complaint with cpuc.
Hi ****! Filing a complaint with the California Public Utilities Commission (CPUC) can be a good step. Here are the general steps:
- Gather Documentation: Have all relevant documents and communications ready.
- Contact CPUC: You can file a complaint online or by mail.
Would you like the contact details for CPUC?
Have already file. Cpuc is favoring sdg&e

Hi ****! It seems like you've already filed a complaint with CPUC, but you're not getting the support you need. Have you considered seeking legal advice from a lawyer specializing in utility law or administrative law to help you with this issue?
PTO is not granted because my application was not filed with sdg&e before */*/* nem *.*. City building staff said they would email sdg&e when my plans are final. No one instructed me or give information that I needed to submitted PTO application to sdg&e on */*/*. I was told City staff would notify sdg&e through a City portal. I have no internet to file application and was told it needed to be filed. Finally I got sdg&e solar representative to fax the application to a local sdg&e office. It was completed on */*/*. Sdg&e will not honor or grandfather my solar application when it was filed with the City on */*/* before */*/* deadline.

Hi ****! It seems like you've faced significant issues with the timely submission of your PTO application due to a lack of communication and support from the City and SDG&E. This could potentially be a strong case for legal advice.
Relevant Information:
- California Public Utilities Code and CPUC regulations: These may have specific provisions for handling disputes and grandfathering issues under NEM *.*.
- Documentation: Ensure all communications, submissions, and responses from both the City and SDG&E are well-documented.
