City Misconduct Legal Recourse

I have a long and lengthy issue. City of cleburne refusing to file charges for a rape case. Refusing to take the same man and his friends stalking me seriously. Even after they burned my house down. City fire Marshal misuse of power making me sell the house to his friends who stole 50k worth of storage buildings that were not in contract to sell. That same group sold my house to a person in their office with the help of the fire Marshal For a shared profit of over 200k. City of Morgan Texas refusing to allow us to have water on our property. City wants to take the land and they made my small children. And I live in a lean too with no water. Called CPS over * times they drained me. Refused to help me my truck was stolen they wouldn't even write a report. I have photos of people in my home while I slept. The officers said we don't know who she is lock your doors. A man sexually touching him self while I slept on camera no help. I'm now homeless have lost one child and I need help please some one help me
