I am looking for assistance with a liability order

the responsibility to pay required council tax was mitigated by a third party approved application for business rates. this situation changed by the people in the valuation department although did not notify the management business managing the property or myself as the owner. then after a two year delay I receive a letter to say that a court has issued a liability order against me for the duration from when the valuations department reverted the property to residential tax and not business rates.
