My younger sister lost her 1yr old to state’s custody, if she doesn’t take care of her requirements within *-15months they will put my baby niece up for adoption,my question is if my sister isn’t able to take care of all requirements to get her back with her will family be the first to have the option to adopt her or will they adopt her out to strangers
