they are punishing me for being in the parking lot of a nearby senior center during the day....sorry its hard for me to explain

the shelter is called the night-by-night shelter so they let people like me inside the shelter from 7pm and people have to go outside for the day at 8am. they told me I am not allowed inside until 10pm, a full * hours later than normal, because I was in the senior center parking lot during part of the afternoon yesterday which they told me not to do even though it's not the shelter property they still think they have the right to tell me to not go there. They're making me stay outside in the cold for * more hours than everyond else. the senior center never told me to leave however so how can the shelter, which is different entity, punish me for staying in someone else's parking lot for a few hours during the afternoon? Sorry i wrote a lot this time.
