I have lived in a council flat for 22 years - I have had to ask them for a copy of the tenancy agreement as I was not given a copy. They have said they do not keep the tenancy agreements for that long. I need the bills to be sent to me at the address where I am living - they are still sending them to the address with someone elses name on - the name is that of someone who was paying the bills for me at the time. I am now liable for paying the bills as they are not any more and need the bills to have my name on them. What shall I do, please
