No as it is not a repair problem. My issue is that my upstairs neighbours are causing consistent severe noise disturbances. I can not rest or be in my home without being assualted by their music and yelling and stomping and bongos. I have spoken to the neighbours twice directly, management twice and called police * times. I do not know what to do now and it is causing extreme mental distress. I have had to leave my apartment because i can not be in it without being driven to panic
That sounds really tough. For noise disturbances, you might consider the following:
- Document all instances of noise disturbances with dates and times.
- Send a certified letter to your landlord detailing the disturbances and requesting action.
- File a complaint with the New York City Department of Environmental Protection (DEP) for noise violations.

Subject: Formal Complaint Regarding Persistent Noise Disturbance
Dear Sir/Madam,
I am writing to formally lodge a complaint about ongoing noise disturbances caused by my upstairs neighbors at [Your Apartment Address]. Despite multiple attempts to resolve this issue, the situation has not improved and is causing significant distress.
The disturbances include loud music, yelling, stomping, and the playing of bongos, occurring at various times of the day and night. I have documented the instances of these disturbances as follows:
- [Date and Time] - [Description of Noise]
- [Date and Time] - [Description of Noise]
- [Date and Time] - [Description of Noise]
- [Add more entries as needed]
I have spoken directly with the neighbors twice, reported the issue to management twice, and called the police three times. Unfortunately, these efforts have not led to any resolution.
This persistent noise is severely impacting my ability to rest and maintain mental well-being. I am requesting that the police department take appropriate action to address and resolve this matter.
Thank you for your attention to this serious issue.
Sincerely,
[Your Name]
