My grandparents are out of their state because they are about to welcome a grandchild. They will be gone for 6 months. The city is now coming to their house telling them the grass in the back alley is too long, the paint is chipping. They live in a neighborhood with no HOA. We have called the city and told them they are not in the state and they say okay but continue to go over there.
