I live in an HOA in California and was appointed President by the Board after the former President left the state and the Board had not met for almost half a year and hadn't provided any formal communication to the Association. However when transients startef camping, and dumping on the property, residents contacted me and the former President with safety concerns, the former President sent an email to the Association about "rumors" assuring that there was an active board. She also neglected to contact electricians to fix lights that were down, which is in the minutes of the last meeting that she presided over and said she would do that.
