Summary
In Virginia, minors can apply for a restricted license due to hardship, but generally need to have held a permit for 9 months. Exceptional circumstances might be considered if you provide comprehensive documentation, including letters from parents and employers, a DEC card, permit copy, attendance record, and a personal statement. Approval is not guaranteed, so consulting with the Juvenile and Domestic Relations District Court for potential exceptions is advisable.Full Conversation
