Yes my point being is the party who bought it sale because he didnt compete the registration by getting it smog before he sold it and although the DMV saw the lien pkg it was to be turned in with smog certificate . He never did this so the registration can not be completed nor can it be registered by me the new owner. I was never given the lien package and that owner moved out of country and can not be found .What are my options DMV refuses to let me register it even though I have the bill of sale and his incomplete registration

Yes I live in CAlifornia my local DMV office seems to think there is no one that can help me with this it was almost hostile to the idea of helping me even though I presented my paperwork is there someone above that local office I might contact with this urgent request for help.
