Legal Action After Shooting

On March *, *, I was working on waterlines in my front yard when Christian Millwood, a 19 year old man from our neighborhood, walked into my yard with a pistol and almost shot me. He was messed up on pills because he almost fell over on the hill at my driveway. He then started walking down the road. I followed him trying to get the gun before he shot someone. He passed by my brothers'(James Beard) truck(in my brother's yard) and when my brother stepped out of the vehicle, Christian shot him in his hip. Then he shot me in my stomach. I then preceded to take the gun and I hit him numerous times. He finally left the scene shortly afterwards. The ambulance arrived, and I was bleeding internally. Then the police arrived, and also another ambulance. The police treated my whole family that showed up at the scene like criminals. I was then airlifted to regional one in Memphis where I was in critical condition. He had shot my lower intestines and through my back. I was in the hospital for a week. My brother was also in the same hospital for a week. While I was in the hospital, my girlfriend, Allison howerton, and my son, Tristan ****, went to the sheriff's dept and gave a statement about what happened. She gave a written statement and they voice recorded her statement. She told them our kids were in the yard and he could've shot them.. Deputy keys came to the hospital to get my statement, but I was on so much pain medicine, I couldn't even give mine at the time, and he was incredibly rude, saying that I tried to rob Christian. That wasn't true. I tried to keep anyone from getting hurt and got hurt in the process. After I was released from the hospital, I tried to get in touch with the prosecuting attorney to see what was going on. He would never return my calls. I spoke with several lawyers, and they all said I had a good case, but that they couldn't take it. I went to the court room when I found out Christian had court, and they literally picked me up and threw me out! I was still cut open from surgery! It caused me to have bells palsy for several months. Deputy lamb told me that he would personally deliver to the court papers to me. Never did. Christian never did a day in jail over any of it. Never even had a court date apparently. It's like it never happened. A year to the date, the prosecuting attorney finally called me back and had me and my brother come to his office where he preceded to basically laugh in our face and told us there's not much we can do about it. Ever since the shooting Christian has been threatening not me, but my son as well. I have numerous texts from him where he has threatened to kill us. I have been harassed by him in town. On November *, *, I was harassed by him at double quick. I drove to the sheriffs office (Christian followed me there) and asked for help. Deputy Harper told me it's not the county's problem, go to the city police. So I went to the police department and file papers on him for threatening me. I recently went to the sheriff's office to get all the papers and reports they had on my shooting from the time it happened until now, and I also went to the city police and did the same. The city police were able to give me a copy of my report. The sheriff's department said there are no papers. They never even filed the papers. It's like the shooting never happened. As of right now, Christian is in jail for thieving, but before that I have had to deal with the humiliation of Christian and his family telling everybody I tried to rob him(I didn't) which was just his way of getting out of shooting me. They have money. I dont. I can't get a job because of this. Everyone talks about me. And before Christian went to jail, he was still threatening me and my family. What can I do? I want to sue the sheriff's dept also. They didn't help me at all. I still have severe problems mentally and physically from getting shot. I want to sue Christian also. What do you recommend and can you suggest who I can call or what type of lawyer to contact?
